Types of Federalism

The Founders established a federal system in order to promote democracy and discourage a tyrannical central government. Over time, American federalism has become a complex relationship between the different levels of government. Take a closer look at the different types of intergovernmental relations. See also The Evolution of American Federalism in your e-text for detailed information. For the AP exam, you will need to know about each type of federalism as well as an example of each type.

Dual Federalism: System of government in which the national and state governments remain supreme within their own spheres. Dual Federalism is also known as "layer cake" federalism.

Cooperative Federalism: System of government in which the national and state governments work together to complete projects. Cooperative Federalism is also known as "marble cake" federalism.

Fiscal Federalism: Pattern of spending, taxing, and providing grants in the federal system. The three types of grants include categorical grants, block grants, and mandates.

Devolution: Movement to transfer responsibilities of governing from the federal government to state and local governments.
