Introduction

In addition to establishing basic rights for all people in the Declaration of Independence, and expressing the idea of popular sovereignty, (the idea that a government is created by, and subject to the will of its people,) in the preamble to the Constitution, Americans also wanted to ensure that the power of government was shared and divided.

Today, we will learn more about this idea, the idea of federalism.  In a federalist system, there are many levels of government, and powers are shared between the levels of government.
