Hello!
Let’s get right into the national (or federal) level of government. It is the highest, most complex level of government in the US. This is the level where you find the President, Congress, and the highest court in the country. There are 50 states to create laws and federal protections for.
One reason why all 3 levels of government are so complex is because it is never possible to have everyone agree on everything all the time. At the city level, most of the citizens might be in favor of installing a track around the city soccer fields. But there could still be a few that are very much against it and would rather see the money go towards park benches instead. Now imagine how much disagreement happens at the national level over laws that affect the entire country!
